This is similar to “talk is cheap” and other saying and proverbs about how a person’s actions are better indications of his character than his words.
There are similar sayings like, “You are what you do, not what you say you’ll do”, “People lie, actions don’t”, and “Show me, don’t tell me”. I guess the reason why there are many sayings about actions over words shows that many people agree with them.
